Temporary electrical power shall only be permitted during periods of construction.
A valid building permit for a dwelling must already exist and construction must
have reached the framing stage. Electrical service is considered temporary until the issuance of a Certificate of Occupancy.

A temporary electrical service shall not be permitted for the installation of singlewide
or doublewide mobile homes.

Temporary Power Requirements

Electrical service is considered temporary until the issuance of Certificate of
Occupancy.
All 125-volt, single phase 15 and 20 ampere receptacle outlets that are not part of the permanent building structure shall have ground fault circuit interrupter protection for personnel.
30 and 50 ampere receptacles are not allowed.
Overhead service connection must have a minimum of 10' of overhead clearance from bottom of drip loop to grade. Overhead service conductors must be 12' above residential driveways.
Service raceways or cables shall be equipped with an approved rain-tight service head or assembly.
Underground service entrance conductors-24" min. burial depth for direct burial conductors or 18" min. burial depth for conductors in conduit. All direct burial conductors and cables must be protected by enclosure or raceway extending from 18 below grade to 8' above grade.
Minimum working space required in front of electrical equipment is 30" left to right in front of panel and 36" deep in front of equipment. (No exceptions).

Equipment Requirements

New and used temporary service equipment must be approved for use by the building official.
No corroded, painted, or in any other way damaged receptacles, circuit breakers, bus bars, covers and enclosures.
Temporary service equipment must be listed for use as service equipment. All
equipment must be rated for the location it is installed for. NEMA 3R is typically used for outdoor installation.
All equipment and materials must be listed and labeled for use in an electrical
installation.

Installation Checklist

Service entrance cable or conduit is securely mounted to pole, post, or stand.
Temporary service is on same lot as posted building permit.
All wiring is terminated. Service entrance conductors and equipment are rated for a minimum of 60 amperes.
1/2 " x 8' minimum size ground rod(s) must be driven to a depth of 8' and installed nomore than a 45-degree angle when conditions will not allow a rod to be driven vertically.
Ground rods are driven flush to or below grade and marked for inspection.
Unspliced #6 or larger copper grounding electrode conductor terminated with approved direct burial connector to ground rod.
Service equipment enclosure is bonded to ground bar.
Any length metal conduit or nipple between meter and service disconnect must have a bonding bushing.
Service disconnect is identified.
All aluminum wire terminations have anti-oxidizing agent.
At least one Ground Fault Circuit Interrupter, (GFCI), protected receptacle must be installed.
Temporary electrical installations must be removed prior to issuance of Certificate of Occupancy
