Procurement Methods

Pittsylvania County utilizes five different procurement methods for different types of purchases. There are also different procurement levels (or purchase amount thresholds). You can browse opportunities to do business with Pittsylvania County

These are the five procurement methods that Pittsylvania County uses: 

Small Purchases

  • Applies to purchases of up to $100,000
  • There are different requirements for procurement methods and solicitation for purchases under $1,000, purchases between $1,000 and $10,000, and purchases between $10,000 and $100,000.

Invitation for Bid (IFB)

  • Competitive sealed bidding for goods and services
  • Awarded to lowest responsive and responsible bidder.

Request for Proposal (RFP)

  • Competitive negotiations for goods and services of deemed to be fully qualified among proposals on the basis of the criteria included in the RFP.
  • Professional Services (RFP) – competitive negotiations based on qualifications and professional competence.
  • ‘‘Professional services’’ means work performed by an independent contractor within the scope of the practice of accounting, actuarial services, architecture, land surveying, landscape architecture, law, dentistry, medicine, optometry, pharmacy or professional engineering. ‘‘Professional services’’ shall also include the services of an economist procured by the State Corporation Commission.

Emergency Purchases

  • A contract may be awarded to protect personal safety, life or property, such as, an occurrence of a serious, urgent and threatening nature that demands immediate action to avoid termination of essential services or a dangerous condition.

Sole Source

  • A contract may be awarded without competition when it is determined in writing, after conducting a good faith review of available sources, that there is only one source practicably available for the required goods and services.
  • Negotiations shall be conducted, as appropriate, to obtain the best price, delivery, and terms.
