Procurement Levels

The Pittsylvania County Purchasing Department utilizes a variety of different procurement levels. The total amount of a purchase dictates requirements for procurement methods and solicitation procedures. Generally, there are five different methods of procurement that Pittsylvania County follows.

Purchases Less than $1,000

  • Procurement method: One informal quote, fair and reasonable price
  • Solicitation requirements: User Department obtains one or more verbal, fax, or online quote.

Purchases Between $1,000 and $10,000

  • Procurement method: Three informal quotes, written or documented verbal or telephonic quotes
  • Solicitation requirements: User Department obtains one or more verbal, fax, online quote

Purchases Between $10,000 and $100,000

  • Procurement method: Three informal written quotations or issue IFB/RFP
  • Solicitation requirements: User Department obtains three written quotes or issues IFB/RFP

Purchases Over $100,000

Requires competitive bidding or competitive negotiation

  • Procurement method: Formal Invitation for Bid (IFB) or Request or Proposals (RFP)
  • Solicitation requirements: Procurement Department solicits for sealed bids/proposals 

Emergency Purchases

  • Procurement method: One informal quote with written justification. Whenever practicable, try to receive quotes. 
  • Solicitation requirements: User Department will try to receive quotes when practicable.

Sole Source

  • Procurement method: One formal quote with justification and competitive negotiations. 
  • Solicitation requirements: User department shall justify and conduct negotiations.
